The Office of Information Technology is seeking an IT Specialist (INFOSEC) (Infrastructure Support Services (ISS) Program Manager). In this role, you will lead one of SEC's largest contracts providing customer support, endpoint management, and network & infrastructure operations to drive strategy, delivery, security, and contractor oversight. You will be serving as the primary COR responsible for managing roadmaps, budgets, requirements, resolving incidents and audits, and reporting outcomes.Qualifications:Applicants are responsible for confirming all required materials are submitted by the closing date of the announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
SELECTIVE PLACEMENT FACTOR: Candidates must hold and maintain a FAC-COR Level III certification.
BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

3. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:

1. Managing an enterprise IT program or major program segment encompassing multiple infrastructure or end-user technology service areas, including program strategy, multiyear roadmaps, priorities, schedules, risks, dependencies, governance, and/or outcome reporting;
2. Managing IT program budgets and spend plans, cost, schedule, performance, and risk information to recommend decisions;
3. Identifying and translating mission needs into acquisition- and contract-ready requirements, including experience with documents or activities such as performance work statements, quality assurance surveillance plans, independent government cost estimates, evaluation criteria, contract modifications, options, or acquisition packages; AND
4. Serving as a Contracting Officer's Representative (COR), alternate COR, or performing equivalent contract-administration duties for an IT services contract, including contractor performance surveillance, deliverable inspection or acceptance, invoice review or validation, funds and ceiling tracking, performance-deficiency documentation, contract-file maintenance, and contractor-performance assessment input.
